Subject: Agenda for May 6 meeting

Our next meeting will be May 6, beginning at 9:00 a.m at PGE, Plaza Level meeting room, World Trade Center II (121 S.W. Salmon). The agenda will include:

I. Transmission Separation Within a Single Fund - Testing a Hypothesis
II. FERC Equivalent Regulation
III. Other Issues ( 4 - 13 on our list)
IV. Form and Structure (BPA Paper)
V. Assignments for May 20 Meeting
VI. Other Issues or Concerns

At the Transmission Work Group meeting on April 15, we explored the issues associated with effective separation of transmission and how they might be resolved. Attached is an annotated list of the issues that were discussed. For most of the afternoon we examined the issue of the BPA fund and the possibility of separating the current BPA fund into two parts, one dedicated to recovering the costs associated with power marketing and one dedicated to recovering the costs of transmission. As a result of that discussion, the staff was asked to provide a clearer definition of the financing problem. The second attachment is an attempt to better define the BPA fund problem.

See you on the 6th.
