A Review of Salmon Recovery Strategies for the Columbia River Basin

This report reviews approaches to salmon recovery put forward in four recent documents:
- the Four Northwest States Governors’ Plan
- the Northwest Power Planning Council’s Plan
- the National Marine Fisheries Service’s Biological Opinion, and
- the Federal Caucus Plan.
These documents in the aggregate provide a federal and state agency roadmap to salmon recovery in the Columbia River Basin for the years 2001-2010. In principle, the reports are in agreement about what measures should be taken in both the short- and long-term, and they are likely to provide the basis for allocating funds for salmon restoration projects.
