We have been test driving a spreadsheet (220k Excel) and review criteria (50k Word) in Fifteenmile Creek and the Hood. The Walla Walla, Umatilla, Grande Ronde and Imnaha have started using this sheet on their own. Based upon all those tests, this is what we have developed as a scaled spreadsheet for project prioritization. The first four questions on the spreadsheet are Yes/No types of questions. The first two are specifically for Bonneville and the Council. The third and fourth are for the Council and determinations by the fish and wildlife managers and tribes.
So, concentrate on the questions in the second section. The criteria for those questions is in the attached word document that attempts to explain the scoring system. Note, some questions are open to interpretation and scoring might vary depending upon interpretation. That's why there are meetings. At the meetings, we have been reviewing the scoring and resolving the interpretations, where possible.
