SUBJECT: July 8th Agenda and Meeting Location
Attached are the proposed agenda and links to some of documents that we will be reviewing at our July 8th meeting in Portland. The draft meeting notes from our June 18th meeting will be distributed for review at the meeting.
We have five topics to address at this meeting. The first is a presentation and possible discussion of proposed revisions to several of the RTF's specifications for Residential Weatherization (site built and manufactured housing). The current specifications were based on Bonneville's WeatherWise program and have not been significantly updated since the early 1990's.
The second item on our agenda will be a presentation and decision on proposed deemed values for residential duct insulation. The RTF has had numerous requests from utilities to provide a deemed value for this weatherization measure.
The third item on our agenda is a short review and decision on a proposed deemed calculation method for single-family homes meeting Portland General Electric's Earth Advantage program standards. At our last meeting the RTF recommended some modifications to the proposed calculator. These have now been completed and are ready for final review and adoption.
The fourth item on our agenda is a presentation and discussion and potential decision on the appropriate HSPF and SEER values to assume for air source heat pumps installed in compliance with the RTF's specifications and for those meeting PTCS certification requirements. We will begin this discussion with a review of the impacts on HSPF and SEER of adjusting for Northwest climate characteristics, refrigerant charge and airflow and heat pump controls for ?cut-out/cut-in? and defrost.
The last item will be a discussion and decision on a petition from Ken Anderson of the Northwest Energy Efficiency Alliance to add a ?deemed calculation method? for a software program that reduces the energy consumption of networked personal computers (EZConserve). The Alliance has been field-testing this software and believes it has sufficient data to establish a standardized method for estimating savings.
Because of the short period of time since our last meeting and the July 4th Holiday most of the meeting materials will not be available for review until the morning of the meeting. You will be notified via e-mail when any documents are available for downloading from the RTF's web site.
