As of this date, the GENESYS model only includes a “one-dam”
model of the Columbia River Hydroelectric Power System. Whether using
a one-dam or multi-dam model, however, the methodology used to simulate
the operation of the hydro system is the same. Potential hydro energy
is divided into separate blocks, each of which has a different value or
price. For example, water above the flood control elevation at a
particular dam has little value since it must be spilled if no market for
it is available. Water near the bottom of the reservoir is very expensive
because using this block of water in this month would adversely affect
operations in later months, including the ability of the system to provide
flows for fish migration.
