SUBJECT: June 19th Meeting
I would like to invite you to the second meeting of the Council's Conservation Resources Advisory Committee. The meeting will be held at the Council's Portland Office (address above) on June 19th from 10:00 AM to 3:30 PM. For those of you flying into Portland International Airport, you can now ride the MAX light rail trains from the airport to downtown. The Council's offices are one block south of the ?Pioneer Square? stop. The building we are in has two entrances. If you enter from Broadway, the address is 850 SW. If you enter from Sixth Avenue the address is 851 Sixth SW.
A meeting agenda accompanies this e-mail and meeting materials will be posted on the Committee's web site (http://www.nwcouncil.org/energy/powerplan/CRAC/default.htm) later this week. Meeting notes from our April 17th meeting will also be posted at this site.
Just to give you some idea of the day's activities here's a short synopsis of what we will be covering.
The first item on our agenda will be to continue our discussion of the analysis the Council is undertaking to determine the economic benefits to the region of stabilizing annual conservation investments rather than continuing to deploy conservation based on short-run market and resource supply conditions. We have now developed a ?spreadsheet? model that attempts to incorporate the major variables that drive the economics of conservation investments. We will be seeking Committee input on the proposed model's approach and input assumptions.
The second item will be a discussion of the impact that changes to state codes, federal standards and consumer practices since the Fourth Plan could have on future loads and conservation potential. We will be providing the Committee with our ?first cut? at how revisions to the region's state residential and commercial energy codes and newly adopted standards for ballasts, clothes washers, water heaters will both lower future loads and reduce future conservation potential. We will be seeking Committee input on what additional changes in the market (e.g. Energy Star windows and appliances) may also be having on projected loads and future conservation opportunities.
