SUBJECT: September 30th Meeting

I would like to invite you to the third meeting of the Council's Conservation Resources Advisory Committee. The meeting will be held at the Council's Portland Office (address above) on September 30th from 10:00 AM to 3:30 PM.  For those of you flying into Portland International Airport, you can now ride the MAX light rail trains from the airport to downtown.  The Council's offices are one block south of the ?Pioneer Square? stop. The building we are in has two entrances. If you enter from Broadway, the address is 850 SW.  If you enter from Sixth Avenue the address is 851 Sixth SW.

A meeting agenda and the notes from the June 19th meeting accompanies this e-mail. Other meeting materials will be posted on the Committee's web site (http://www.nwcouncil.org/energy/powerplan/CRAC/default.htm) later this week. Just to give you some idea of the day's activities here's a short synopsis of what we will be covering.

The first two items on our agenda will be a continuation of our discussion of the analysis the Council is undertaking to determine the economic benefits to the region of stabilizing annual conservation investments rather than continuing to deploy conservation based on short-run market and resource supply conditions.  We have revised the ?spreadsheet? model so that it can test alternative ?market following? strategies.  In testing the economics of these alternative acquisition strategies we have begun to develop some insights in how best to deploy conservation resources. We will be seeking Committee input on the proposed model's revised approach and your views on what the results might mean for future approaches to conservation acquisition in the region.

The third and fourth items will be a discussion of the range of technologies, measures and practices that we are proposing to analyze to assess the conservation resource potential in the residential and commercial sectors.  We anticipate that the committee will be able to help use narrow down the list to those measures that are likely to present the largest resource opportunities.
