TO: Conservation Resources Advisory Committee

SUBJECT: July 24th Meeting
I would like to invite you to the third meeting of the Council’s Conservation Resources Advisory Committee. The meeting will be held at the Council’s Portland Office (address above) on July 24th from 10:00 AM to 3:30 PM. For those of you flying into Portland International Airport, you can now ride the MAX light rail trains from the airport to downtown. The Council’s offices are one block south of the “Pioneer Square” stop. The building we are in has two entrances. If you enter from Broadway, the address is 850 SW. If you enter from Sixth Avenue the address is 851 Sixth SW.
A meeting agenda accompanies this e-mail and meeting materials will be posted on the Committee’s web site (http://www.nwcouncil.org/energy/powerplan/CRAC/default.htm) later this week. Meeting notes from our June 19th meeting accompany this invitation and will also be posted at this site.
Just to give you some idea of the day’s activities here’s a short synopsis of what we will be covering.
The first item on our agenda will be to continue our discussion of the analysis the Council is undertaking to determine the economic benefits to the region of stabilizing annual conservation investments rather than continuing to deploy conservation based on short-run market and resource supply conditions. We have made some further refinements in the model and have looked in more detail at individual utility conservation acquisition experience in the region. We will be seeking Committee input on the changes to model’s approach and revised input assumptions.
The second item will be the discussion of a set of draft principles regarding Bonneville’s and the region’s utilities responsibilities for future conservation and renewable resource development. The Council is seeking comments a set of criteria that it might use assess the provisions of the current proposals being discussed to allocate federal hydropower system through 20-year contacts.
The third major topic on the agenda will be a discussion of the preliminary results of our analysis of the Model Conservation Standards for New Residential Buildings. We have completed our initial screening for regional cost-effectiveness and consumer economic feasibility. We are seeking the Committee’s comments on our input assumptions and the measures being considered.
