The Council’s Fifth Power Plan, released in 2005, recommends the confirmation and expansion of demand response options in the Pacific Northwest.

As part of that effort, the Council hosted workshops on issues related to demand response beginning in March 2005. These workshops took up some of the same issues that we expect to deal with in the Pacific Northwest Demand Response Project (in particular, how to approach cost effectiveness of demand response).
