Subject: Instructions for Work Groups
The work groups have an essential and very difficult role to play in the Comprehensive Review. The Steering Committee is counting on the work groups to provide detailed analysis of alternatives in the key issue areas identified by the Steering Committee. The time available for this work is quite short {Special Char 45 in Font "Symbol"} approximately 100 days. The specific scopes of work for the work groups are discussed in the attached scoping documents. In general, each work group is to provide the Steering Committee with a rank ordered set of alternatives along with analysis of the pros and cons of each.
Co-chairs for each of the work groups have been assigned from the Steering Committee. It will be the responsibility of the co-chairs to facilitate the work groups in moving through their tasks as expeditiously and fairly as possible. The co-chairs are authorized to set the meeting schedules and agendas. Although membership in the work groups is open, the co-chairs may find it necessary to limit participation if some organizations or interests are dominating the process by virtue of their numbers. Any questions regarding the operation of the work groups should be directed to me.
