Collins To Chair Steering Committee;
Review Kickoff Scheduled Jan. 4

GOVERNORS' REPRESENTATIVES WORKING ON THE REGIONAL REVIEW have selected 15 people to serve on a Review steering committee, sources indicated at the end of last week. Former NWPPC chair Chuck Collins of Seattle will to chair the committee and the Review. A kickoff meeting of the committee attended by the four governors has been scheduled for Jan. 4 at 9:30 am at the SeaTac airport Wyndham Garden Hotel. The members selected for the steering committee of the Regional Review include individuals representing a broad range of energy industry and environmental interest groups. One governor's representative from each state and Walt Pollock of BPA will serve ex officio on the steering committee. The federal government (as distinct from BPA) and the Northwest Indian Tribes are invited to provide formal liaisons to the steering committee. Thus, the group that sits at the table for steering committee meetings may number as many as 22.

Chuck Collins, the steering committee chair, was one of Washington's original members on the Northwest Power Planning Council and succeeded Dan Evans as council chair . He is expected to bring a knowledge of the history and implementation of the Northwest Power Act to the process, as well as effective leadership skills.

Investor-owned utilities will be represented by two members of the steering committee, Al Alexanderson of Portland General Electric and Bob Gannon of Montana Power.

Public utilities, whose perspectives vary greatly depending on their size, the types of customers they serve and whether or not they own their own generation, will be represented by four members: Jim Davis of Douglas PUD, a generating public; Bill Drummond, former Public Power Council manager and current manager of Western Montana G&T; John Saven of the Full Requirements Utilities; and Gary Zarker of Seattle City Light.

Industrial energy users will have two representatives: for the DSIs, Brett Wilcox of Northwest Aluminum Company; for non-DSI industrials, Ken Canon of Industrial Customers of NW Utilities.

Environmentalists, consumer advocates, and conservation and renewables interest groups will have four members: K.C. Golden, formerly of NCAC and now an independent consultant; Rick Applegate of Trout Unlimited; Rachel Shimshak of Renewable Northwest Project; and Jason Eisdorfer of Citizens Utility Board of Oregon.

Sharon Nelson, chair of the Washington UTC, will bring the regulatory perspective to the group. Chuck Hedemark of Intermountain Gas will represent the gas industry. Perspective on the gas industry may also be supplied by Montana Power's Bob Gannon, since his utility provides both gas and electric service.

The four governors' representatives serving ex-officio are Todd Maddock of Idaho, John Etchart of Montana, Roy Hemmingway of Oregon and Mike Kreidler of Washington. All but Hemmingway are also NWPPC members. The NWPPC will provide administrative support and assistance in public outreach as well.
