Jim Curtis, Bonneville Power Administration

Jim Curtis replaced retiring Walt Pollock as the Bonneville Power Administration’s representative on the Steering Committee. Curtis is senior vice president of business services at Bonneville. Prior to this position, he served as the vice president for financial services. Curtis will maintain his chief financial officer responsibilities under Bonneville’s new organization.

Curtis has worked at Bonneville since 1975, including 11 years in financial management. He has served as chief financial officer for five years and has served as deputy power manager and deputy financial manager. His experience includes work on project financing, negotiation of power transactions and regulatory compliance. Curtis attended Oregon State University and Portland State University, receiving a bachelor’s degree in 1972. He graduated from Northwest School of Law in 1979.

1. What is the best thing about the recommendations? The draft proposal provides a workable framework for long-term stability of the Federal Columbia River Power System. It attempts to balance risks and rewards while retaining the benefits of this valuable resource for the Northwest.
2. What is the most challenging thing about the recommendations? Many complex implementation details remain to be worked out. There are questions about whether elements of the proposal can be accomplished without exposing the system to other, greater legislative risks and how to do it in a manner that would protect the financial interests of U.S. taxpayers and Washington Public Power Supply System bondholders.
3. Why should people care about the recommendations? The draft proposal is mindful of the need to protect those values that the region cherishes, such as energy conservation, development of renewable energy and continued progress toward restoring endangered salmon runs.
