| 1. What is the best thing about the recommendations? | The draft proposal provides a workable framework for long-term stability of the Federal Columbia River Power System. It attempts to balance risks and rewards while retaining the benefits of this valuable resource for the Northwest. | |
| 2. What is the most challenging thing about the recommendations? | Many complex implementation details remain to be worked out. There are questions about whether elements of the proposal can be accomplished without exposing the system to other, greater legislative risks and how to do it in a manner that would protect the financial interests of U.S. taxpayers and Washington Public Power Supply System bondholders. | |
| 3. Why should people care about the recommendations? | The draft proposal is mindful of the need to protect those values that the region cherishes, such as energy conservation, development of renewable energy and continued progress toward restoring endangered salmon runs. | |
